This article offers an empirical test of why some legislators' bills are more likely to move forward in the legislative process. We argue that who signs the bill matters when it comes to the level of support that the proposal receives. Successful bills will be sponsored by a greater number of members ( bandwagon factor) and political adversaries ( support across the aisle factor). On the contrary, failed initiatives will be those sponsored by inexperienced parliamentarians ( newcomers factor). We examine the case of Chile and test the expectations with legislative data on parliamentarians' bills.

AbstractWhen do interest groups target legislators to approach or lobby under strong presidentialism? This article explores two hypotheses. First, interest groups and lobbyists seek to access committee chairs with gatekeeping power, even in those jurisdictions where the executive holds (most) exclusivity to initiate legislation (Gatekeeping Hypothesis). Second, interest groups and lobbyists target legislators who introduce more bills on issues that concern them but only on policy areas outside the executive's exclusive sphere (Legislative Activity Hypothesis). We test these hypotheses with evidence from the Chilean Chamber of Deputies. We have coded and analysed 6479 lobbying audiences and over 2300 bills.

El presente trabajo examina la política exterior del gobierno de Sebastián Piñera. Para ello, se sopesa en tres partes la importancia de un cambio de coalición gobernante en Chile después de varias décadas. Primero, se examina someramente la bibliografía relevante en materia de diplomacia presidencial relacionada con el continente, América Latina y Chile. A continuación, se analiza la inserción internacional del país a la luz de las nociones de integración y regionalismo abierto. En tercer lugar, se describen los hitos de la política exterior del gobierno de Piñera en función de su programa, las relaciones comerciales, los ámbitos regional y vecinal y la seguridad internacional. Finalmente se pondera el peso de esa política exterior en la medida en que preserva y modifica la posición de Chile en el panorama global y regional.

On the occasion of the commemoration of the 40th anniversary of the breakdown of democracy in Chile, a sequence of events illustrates a possible replacement of the political cleavage or the authoritarianism-democracy division in the Chilean party system. This essay is part of an alternative line of argument to the hypothesis that emphasize the search for social structural differences as the basis of the alignments of the party system, centered around the classical model of Lipset and Rokkan (1967). Here the full cleavage model of Deegan-Krause (2008) is used, which dissects the cleavages and their possible combinations in three dimensions: socio-structural, normative and organizationalinstitucional. From the above, the article provides plausibility to the hypothesis that the replacement of the division authoritarianism/democracy is given in at least two elements of what constitutes a full cleavage: in the ideological alignments and in the organization of the party system. Given this, the decisive role of political agency placed on party élites to keep alive these kind of conflicts is proved. This is consistent with what was proposed a decade ago by Torcal and Mainwaring (2003). As for the comparative implications of the application of the theory of social cleavages to the Chilean case, the potential problem of giving it a general scope is observed, leaving the question about the relevance of using these concepts in the Latin American reality in an uncritical way. ; Con ocasión de la conmemoración de los 40 años del quiebre de la democracia en Chile, una secuencia de eventos ilustra una eventual reposición del clivaje político o división autoritarismodemocracia en el sistema de partidos chileno. En este artículo se examina la agenda de la política exterior chilena a la luz de los programas de gobierno de las candidaturas presidenciales en 2009 y 2013. En términos generales, la agenda de este sector se ha caracterizado por un alto nivel de estabilidad. No obstante, con la llegada de la derecha al poder en 2010 adquirieron prominencia algunos asuntos de la agenda por sobre otros. En ese contexto se produjo el ingreso de Chile a la Alianza del Pacífico. Hasta ese punto, los cambios de gobierno no habían afectado el equilibrio entre los componentes centrales de la política exterior. Con todo, la participación de Chile en esa instancia de integración no formaba parte de los programas de gobierno ni de la derecha ni de la centro izquierda. Es decir, no constituía una alternativa que fuese promovida por una comunidad de política pública, como se sigue de la teoría de formación de la agenda de J. Kingdon (1995). Ahora bien, el perfil de la Alianza del Pacífico y la reacción que generó en el ambiente político la entrada a la misma proveen de plausibilidad a la hipótesis de que el cambio de coalición gobernante generó una "ventana política" para que el país se sumara a la iniciativa señalada. Con todo, como se concluye, el programa de gobierno de Michelle Bachelet en 2013 no proponía un giro latinoamericanista, sino que más bien una reposición de los ejes de la agenda de la política exterior precedente a la administración de Piñera. ; This paper takes a look at the foreign policy agenda of Chile in the context of the government action plan of candidates in 2009 and 2013. In broad terms, the agenda of this sector has been characterized by a high level of stability. However, with the right coming to power in 2010, certain issues in the agenda took precedence over others. It was in this context that Chile entered the Pacific Alliance. Until then, the change from one administration to another had not affected the balance between the core components of foreign policy. All in all, Chile's involvement in this integration initiative was not a part of the government action plan of the right or the center-left. That is to say, it was not an alternative promoted by a public political community, as would follow from J. Kingdon's agenda-setting theory (1995). The profile of the Pacific Alliance and the reaction caused by the country's involvement with it in the political arena give credibility to the hypothesis that the change in the ruling faction generated a "polical window" for the country to join this initiative. All in all, as we conclude, Michelle Bachelet's government action plan in 2013 was not aligned with Latin Americanist currents, but rather aimed at repositioning the axes of the foreign policy agenda that was in place before the Piñera administration. ; Instituto de Relaciones Internacionales (IRI)

Este artículo compara las estrategias de seguridad nacional de 9 países: Australia, Brasil, Canadá, Chile; Francia, Estados Unidos, Gran Bretaña, los Países Bajos y España. Se busca establecer principalmente las implicaciones analíticas de los documentos. A través de la teoría de los «Sectores de Seguridad» de Buzan, Wæver y de Wilde, se realiza una aproximación a los conceptos y visiones que conforman la agenda de seguridad en la post Guerra Fría. Al mismo tiempo, se abordan críticamente tres cuestiones relativas a la evolución de la seguridad internacional que plantean Buzan y Hansen: ¿Qué identifican las estrategias como objeto referente? ¿Se incluyen tanto las amenazas externas como las internas? ¿Se concibe en estos documentos una seguridad más allá del uso de la fuerza militar? Se concluye que las políticas revisadas aplican un concepto amplio de seguridad, en apariencia coincidente con quienes abogan por profundizar y ampliar la seguridad. Ello incluye una variada gama de amenazas, principalmente transnacionales. Con todo, lo anterior no cancela la vigencia de la dimensión tradicional de la seguridad, asociada al sector militar. Más bién, parecen coexistir amenazas tradicionales con nuevos problemas de seguridad. Por otra parte, la inclusiòn de factores económicos, ambientales o sociales puede llevar a una sobre extensión del concepto.

This paper aims at comparing National Security Strategies or Defense Strategies in 9 countries: Australia, Brazil, France, Chile, United States, United Kingdom, Netherlands Spain and Canada. It focuses on the main analytical and political implications of these documents. In order to examine the security agenda in the post-Cold Ear period we use Buzan, Waever and de Wilde's security sectors theory. The study also explores three central questions for the analysis of the evolution of international security: which is the referent object of national security? What are the consequences of including external as well as internal threats in the security agenda? The third question is whether to expand security beyond the use of military force. We conclude that the strategies implement a broader security concept. As proposed by those in favour of widening and deepening security, national security today is related to a wide range of threats, mainly transnational. The above does not cancel out the importance of the traditional dimension of security and the military sector. Rather, as the paper concludes, traditional threats coexist with new ones. Meanwhile, the inclusion of conomic, environmental and societal factors in the security analysis could «overstretch» the conceptualization of security. ; Este artículo compara las estrategias de seguridad nacional de 9 países: Australia, Brasil, Canadá, Chile; Francia, Estados Unidos, Gran Bretaña, los Países Bajos y España.
